Turns 25 today. I was never really good at it, but it was always cool to watch really good players. Here's a video from Evolution Championship Series 2004:

To block you still take damage and it is easy, but to parry you take no damage and you have to time it on every single strike and risk taking a hit. Daigo parrys every strike during the ultra precisely. On top of that the last move of Chun Li's ultra is an upper kick, which must be parry'd while in the air, which you will notice Daigo jump, mid-ultra, to do so. Then he continues to counter with a short combo which sets him up for his ultra.
