he did explain it pretty well... Once something is modified enough, it becomes "new".

He did... but every year the CoD developers massively edit their engine. I have no doubt that we'll see a small difference... but i don't think we're going to be like "oh, this is def a new engine they spent a year plus working on".
I just hope this "new" engine fixes all the lag and networking issues. They should cut single player and set-piece gaming and focus on what people play... multiplayer... online.

If extensive modification of the engine means new, then MW3 and Black Ops 2 played on "new" engines. I am hoping that the giant leap in technology in the new consoles helps out but I remain skeptical. 3rd time's a charm? Maybe?
Vaulting, sliding, particle fidelity, lighting quality and more polygons on screen is cool and appreciated. Unless they are paying specific attention, time and resources towards the core issues of the game (hitboxes, networking code etc) then little will will change other than it being prettier.
